Ho Chi Minh City orders 10 issues that can apply artificial intelligence

The information was presented at the workshop on applying artificial intelligence (AI) to public administration organized by the Department of Information and Communications of Ho Chi Minh City on the morning of December 27.

Accordingly, representatives of the Department of Information and Communications of Ho Chi Minh City ordered AI application solutions in document management such as recognition, data extraction… reducing data entry time; determining and forecasting land value according to the market; waste management, simulating and forecasting waste volume under the impact of population growth and urbanization; detecting incidents, predicting the demand for Metro users to serve urban railway management; establishing traffic forecast models, analyzing traffic behavior, optimizing traffic flow; forecasting disease spread based on GIS data and epidemiological factors; chatbot application to support people when calling hotline 1022…

Speaking at the event, Deputy Minister of Science and Technology Bui The Duy said that technical solutions can be applied immediately to social issues, supporting state agencies to solve work better, making it easier for people to do administrative procedures.

According to Mr. Duy, in reality, Vietnam does not have many science and technology resources like the leading countries in computing infrastructure, AI human resources… Currently, the Ministry of Science and Technology is coordinating with Australia to build a database of AI experts with statistics of more than 1,000 Vietnamese experts, a number that Mr. Duy said is still quite modest.

From this reality, Deputy Minister Duy does not expect Vietnam to be a leader in the field of AI but needs to research technology to serve specific domestic issues with narrow AI solutions. Of which, there are three groups that need to apply AI to serve the daily needs of the people.

Firstly, it helps them carry out administrative procedures most conveniently, as well as their daily needs for studying and entertainment. The second group is government problems related to administrative management, urban areas, and environmental resources. The third is applications for managing security, order, and traffic safety…

“We do not expect AI to replace humans, but it supports solving repetitive, large-scale tasks, reducing the workload for state officials,” said Mr. Duy. He also raised the issue of the challenges of implementing AI applications in terms of legal corridors, protecting users’ personal data, decentralization and data management…

Mr. Nguyen Thien Nhan, former Secretary of the Ho Chi Minh City Party Committee, said that in order for AI to come into life, helping the government and people to be more convenient in administrative procedures, it is necessary to meet the goals of increasing state management productivity, reducing costs, increasing service quality… AI must make managers consider it a useful tool to help reduce work pressure, and make people more satisfied and convenient when doing procedures. “If these goals are not achieved, officials and people will not be enthusiastic about applying technology,” said Mr. Nhan.

To achieve this goal, he said, local authorities need to approach businesses, listen to them introduce technology solutions and place orders. Then organize solution demonstrations, competitive offers and the authorities carry out procedures to purchase solutions that suit their needs.

According to Mr. Nhan, it is necessary to apply technology to all districts in Ho Chi Minh City to ensure uniformity but also according to the specific work of each department with different professional activities.
